Elyaz Yekenli

Dear Mrs. Harrison,

Please find enclose list of Southern Azerbaijanis that have been arbitrarily arrested in relation to the commemoration of the Anniversary of the Southern Azerbaijani National Government (1945-46), normally referred to as 21 Azer. The attached information includes:

Table 1:    An overview of the individuals whose human rights to freedom of expression and association were violated by Iranian authorities during the last few weeks

Table 2:    More detail on Mr. Mohsun E’TISHAMI

Table 3:    More detail on Mr.  Khudayar TEYMURI and Mr. Elyaz YEKENLI

Table 4:    The suppression of yet another students’ publication in Urmu

We would like to highlight the case of Mr. Elyaz Yekenli. He is a journalist and the editor-in-charge of the Azerbaijani Turkic pages of Seda-ye-Urmiye. He was also arrested on 2 June 2006 by Iranian authorities and detained until his release on bail on 11 November 2006, after 5 months of detention. He was tortured when in detention, see our letter: 350B/2006 on 19 July 2006 and your campaign MDE 13/098/2006 on 25 August 2006. The situation is that:

  • His family and particularly his father was repeatedly threatened by security agents;
  • His family is subjected to a financial situation by intimating acts of the authorities and the arbitrary detentions, undermining the operation needs of his 2 years old son due to laryngeal narrowing;
  • The tortures inflicted on him during his first detention has left a residue of kidney and heart problems; and
  • Upon his release, he vowed to remain defiant.

We have the fear of a real risk of torture and your campaign for his safety is desperately needed. We thank you in advance.

Yours sincerely,

Boyuk Resuloglu

For and on behalf of

The Committee for the Defence of the Rights of World Azerbaijanis

Khudayar Teymuri is detained by the Ministry of Information

According to UrmuNews Services, Khudayar Teymuri, a Southern Azerbaijani activist, is still kept in the detention facilities of the Ministry of Information in Urmu in Sheher Chayi Street. Visiting him has been banned since the arrest on 12 December 2006 in his workplace in Kheyyam Street.

His family is in dark on his condition and worried. According to the information received from the shop of this Southern Azerbaijani activist, a number of CDs and some leaflets related to the national government anniversary were discovered from the shop. Khudayar Teymuri took part in the May 2006 Mass Protests in Urmu but was released later. However, the disciplinary committee of the Technical Faculty of Urmu University expelled him from doing his course. Khudayar is the son of the well known Urmu poet, Firidun Teymuri.

UrmuNews also reports that Sahibeli Khudabekhshi (Elyaz Yekenli) , a journalist and the editor in-charge of the Azerbaijani Turkic pages of the weekly newspaper of Seda-ye-Urmiye had a telephone contact with his family in the village Yeken, near Merend after being lost for 12 days. He informed that he was being kept in a detention facility attached to the Ministry of Intelligence, Urmu. It should be explained that Mr. Khudabekhshi was arrested in Urmu in relation to the fireworks for celebrating the national government (1945-46) in Imam Street and was taken to the detention facilities of the Ministry of Intelligence in Urmu without being able to communicate the situation to his family.  According to the latest information, the file of this activist and journalist of Southern Azerbaijan, has been transferred to Branch 5 of the Revolutionary Court in Urmu. However, he himself is still kept in the detention facilities in Sheher Chayi Street, near Taliqani Street. Mr. Khudabekhsh was released one month ago from Merend and Tebriz prisons and is severely suffering from tortures that he was subjected to in those prisons.
