Dear Mrs. Harrison

Re    The CASE OF MR. ELMAN TEBRIZLI (MEHDI NURI)

We would like to provide you two items of information for the case of Mr. Elman Tebrizli. An outline of his ordeal is as follows:

  • Kidnapped on 4 July 2006 at 23.30 in Sulduz where he studies his degree course
  • The operations were carried out by 11 unidentified persons in Sulduz (possibly Intelligence agents dispatched from Tebriz)
  • The Prosecutor in Tebriz permitted his transfer to Tebriz Prison on 6 July 2006, instead he was transferred to undisclosed locations and without informing his parents 
  • Within this approximately one month, he was subjected to physical and psychological torture
  • Resorted to hunger strikes at least in two occasions to protest to the ongoing inhumane acts
  • Although cleared four times in the last two months, his release was obstructed for different feeble excuses

The selected information items have just been published and consist of:

  1. An appeal from the Southern Azerbaijani Student Movement, who in reality request for your intervention and we are just relaying their message to you;
  2. The second document is a letter by the father of this prisoner of conscience to his MP, Dr E’lemi, giving a further graphic description of his son’s sufferings. We are not aware of Dr E’lemi’s response.

We trust that you will carry on with your sensitivity and take up this case for a campaign towards his unconditional release.

The statement on the condition of Elman Nuri by the Southern Azerbaijani Student Movement (SASM) - Thursday, 17 August 2006

Appealing to human rights organisations, committees defending the rights of political prisoners, activists of the Southern Azerbaijani national movement and to democratic individuals of the world:

Elman Tebrizli (Mehdi Nuri) (born in 1987 in Tebriz) is an activist of the Southern Azerbaijani national movement and a student of the University of Sulduz (Neqede). He was released on bail earlier this year to take part in his final term of the annual exam, but was kidnapped savagely for the second time on 3 July 2006 at midnight from his students’ hall of residence by the agents of the Ministry of Intelligence. He was transferred to the Intelligence units in Tebriz. The prosecutor of the Elman’s case had accepted to release him on bail on 4 August 2006 but when the bail was prepared the release was obstructed and instead he was transferred to the Intelligence units in Sulduz. He has resorted to hunger strike several times and this time after a week of suffering interrogations he was transferred to the Intelligence units in Urmu on 10 August 2006, in spite of an overwhelming weakness stemming from his hunger strikes. Although the prosecutor of the Court in Sulduz and also the junior Prosecutor of of the Court No 7 in Urmu had allowed Elman’s transfer to a secure unit in the hospital, the Intelligence office in Urmu prevented this. This office also prevented any visit by Elman’s mother.

In this period, Elman Tebrizli has been subjected severely to physical and psychological torture and frailty is evident on his look and signs of torture are still visible.

The Southern Azerbaijani Student Movement condemns the authorities for detaining Mr. Elman Tebrizli and illegally jailing him. We demand that torture is stopped immediately and this worthy son of Azerbaijan released immediately. Towards the unconditional release of Mr. Tebrizli we appeal to Amnesty International, other international organisations safeguarding human rights and the rights of political prisoners and also Azerbaijani activists. We request you to do anything in your dispose until his release.

The Source Document No 2: The father of the detainee writes to his MP

Greetings Dear Dr E’lemi,

The Right Honourable MP of Tebriz, Usgu and Azersheher

With respect I would like to discuss that Mehdi Nuri, (1987), a student of Sulduz University, was arrested in his flat at the hall of residence of his university at midnight on 4 July after being severely beaten up by Intelligence agents arriving from Tebriz and had arrested him while in a terrible condition. Since then and until a week ago (i.e. for a duration of two months), he was kept in undisclosed locations. (This is in spite of the fact that he was not is Tebriz in recent mass protests). Being very worried about him, we were not successful to visit him. His mother has been traumatized due to her anxiety for our son. Now we have found out that he was transferred to the Wing 5 of the Political Prison of Tebriz for three days one week ago.

Within the first sight of my son, I regrettably noticed his frailty and also noticed that he was beaten up and subjected to physical and mental torture during the interrogations during the long-long period of one month of disappearance on numerous occasions. This abuse was to the extent that within one week has been hospitalized four times. He was transferred to Sulduz again after three days of detention in Wing 5 of the political prison of Tebriz. In court trial, he was sentenced to one month of imprisonment. It is also necessary to mention that after the court trial, he was injected with IV drops for being too frail. As if this was not enough, he was then transferred to Urmu (for another round of interrogations).

I therefore request you to take up the case of my son, as my member of parliament. I also thank you for standing up for political prisoners.

بیانیه جنبش دانشجویی آذربایجان  در خصوص وضعیت ائلمان نوری

سازمانها ، تشکلها و فعالین حقوق بشر ، کمیته ها و سازمانهای دفاع از زندانیان سیاسی ،
فعالین حرکت ملی آذربایجان ، انسانهای دموکراتیک ؛

فعال دانشجویی حرکت ملی آذربایجان ، ائلمان تبریزلی (مهدی نوری)، متولد 1365 ، صادره از  تبریز،دانشجوی دانشگاه نقده ( سولدوز) در حالیکه برای گذراندن امتحانات پایان ترم خود به قید وثیقه آزاد بود ، برای دومبن بار در مورخه   13 خرداد امسال شبانه به شکل وحشیانه ای از خانه دانشجویی خود در سولدوز توسط ماموران اداره اطلاعات ربوده و به اطلاعات تبریز منتقل شد. در مورخه 13 مرداد در حالیکه قاضی پرونده با وثیقه 30 میلیون تومانی حکم به آزادی  ائلمان  داده بود پس از اخذ وثیقه مذکور از آزادی ایشان ممانعت به عمل آمده و ایشان به اداره اطلاعات شهرستان نقده ( سولدوز) منتقل شد . بعداز یک هفته بازجویی با وجود اینکه  به علت ضعف ناشی از اعتصاب غذا ، چندین بار  به بیمارستان منتقل شده  بود در مورخه 19 مرداد به اداره اطلاعات  شهرستان اورمیه منتقل شده است و در حالیکه بازپرس دادسرای شهرستان نقده  و دادیار دادسرای شعبه 7 اورمیه  حکم به  بستری شدن  ائلمان در بیمارستان را داده اند اداره اطلاعات اورمیه حاضر به انتقال ائلمان به بیمارستان نیست. واز ملاقات وی با مادرش هم ممانعت به عمل می آید.
در طول این مدت ائلمان تبریزلی به شدت مورد آزار و شکنجه جسمی و روحی قرار گرفته و ضعف جسمانی و  آثار شکنجه در سر و صورت وی مشهود بوده است .

جنبش دانشجویی آذربایجان ضمن محکومیت بازداشت و حبس غیر قانونی مهدی نوری ، خواستار توقف اعمال شکنجه و آزادی این فرزند غیور آذربایجان است و از سازمان عفو بین الملل ، سازمانها و گروههای فعال حقوق بشر و تشکلهای دفاع از زندانیان سیاسی  و فعالین حرکت ملی  آذربایجان عاجزانه خواهشمند است  برای آزادی  ائلمان نوری اقدامات لازم را دریغ نفرمایند.

به امید آزادی تمام زندانیان سیاسی

جناب آقای دکتر اعلمی

نماینده محترم مردم تبریز، اسکو و آذرشهر

با عرض سلام

احتراما به عرض می رساند مهدی نوری متولد 1365 دانشجوی دانشگاه آزاد نقده در نیمه شب 13/4/85 در منزل دانشجویی خود واقع در شهرستان نقده با ضرب و شتم توسط نیروهای امنیتی تبریز در وضعیتی نا مطلوب دستگیر شده و از آن زمان تا یک هفته پیش یعنی حدود یک ماه در مکان های نا معلومی محبوس شده بود . ( این در حالی است که وی در جریانات اخیر اصلا در تبریز حضور نداشته است ) . ما علی رغم نگرانی شدید از وضعیت مهدی موفق به دیدار با وی نشدیم . مادر وی از شدت نگرانی بیمار شده و در منزل بستری شده بود . تا اینکه یک هفته پیش وی به مدت 3 روز به بند 5 سیاسی زندان تبریز منتقل شد .

از اولین ملاقات با وی متاسفانه شاهد ضعف جسمانی شدید پسرم شده ایم و متوجه شده ایم  که وی در مدت بازجویی طویل المدت یک ماهه بارها مورد ضرب و شتم و شکنجه جسمی و روحی شده است . به طوری که 4 بار طی یک هفته راهی بیمارستان شده است . بعد از 3 روز بازداشت در بند 5 سیاسی زندان تبریز وی به نقده منتقل شده و بعد از یک جلسه دادگاهی به یک ماه حبس محکوم شده است . لازم به ذکر است به وی بعد از جلسه دادگاه به علت ضعف جسمانی , سرم تزریق شده است ولی باز وی را راحت نگذاشته و این بار وی را به ارومیه منتقل کرد ه اند . لذا از جناب عالی بهد عنوان نماینده امین ملت خواهشمندیم مرحمت نموده و وضعیت پسرم را پیگیری نمایید .
